Treasury Procurement Director Mack said two gasoline refineries in Texas were being studied with a view of using them as part of the plant to be sent to Russia. Some other equipment would be used in conjunction with the Texas refineries refin-eries even if they proved usable, Mr. Mack said. Construction of the joint Federal-State program will not be started until after the war, and will help to "take up the slack of post-war readjustment," the announcement said.
