Show CALIFORNIANS UP IN ARMS Regard Proposed Agreement with Japan Ja-pan as Surrender of State Rights. Washington. Senators Johnson and Phelan of California are up in arms over the tentative proposal being considered con-sidered by Secretary of State Colby to guarantee Japanese the same civil rights as other aliens in the United States. They regard this proposal, agreed upon by Roland S. Morris, American ambassador to Japan, and Baron Shide-hara, Shide-hara, Japanese ambassndor to the United States, as an "unwarranted surrender" to Japan which California will fight to the last ditch, for the reason that a guarantee of full civil rights would permit the Japanese to own and lease agricultural lands and vitiate the California alien landholding laws. |
