Practically all accomplishments of the United States veterans' bureau, regarded re-garded by Director Frank T. Hines as noteworthy Improvements for the relief re-lief of the soldier, have been advocated, advo-cated, and are In accord with the policies pol-icies of the American Legion, according accord-ing to Joseph Spares, chairman of the national rehabilitation coniinitiee of the American Legion. Among the recent actions of (he bureau for the relief of the disabled man have been provisions for a perma nent partial status to disabled beneficiaries bene-ficiaries now receiving compensation on a temporary partial rating. thereb reducing medical examinations, eliminating elim-inating inconvenience to employed beneficiaries and reducing travel and personnel. Another forward step of the bureau, strongly advocated by the Legion, was the employment of effective methods ot placement of vocational trainees which has been successful in securing positions for 97 per cent of the trainees Internal changes in the operation of the bureau are the elimination of nd ministration overhead expense, by elus Ing 35 subdistrict offices ; coneentra tion of bureau supplies in three large central depots and inventory of nil these supplies to eliminate further pur chases; establishing of a record section sec-tion in the supply division; consolida tion of similar duties in central ollice? under one head; establishment of an inspection division, contemplated b the law, but never before established : the closing of contracts for institutions where settlements had not been effect ed and where the institutions were not being used. One of the principal achievements, declares Director Hines is the placing of the bureau on a strio; budget system. |
