Outlines of a new administration ad-ministration shipping bill to provide the United States with naval auxiliaries auxili-aries in war time and to be used in upbuilding foreign trade in times of peace, were made public Wednesday night by Secretary McAdoo in a speech, to the business men of Indianapolis. The new plan, which probably will be presented to congress at the coming i session, proposes appropriation of $50,--1 000,000 to be expended by a shipping , board to consist of the secretary of ! the navy, the secretary of commerce, ; members ex-officio, and three mem-; I bers to be selected by the president land confirmed by the senate, j The board would be empowered to organize corporations and to subscribe; to their capital stock in whole or in i part. It would have authority to vote the stock belonging to the United j States in the election of directors. The directors would choose the officers : and employees of the corporation, and i by that means, Mr. McAdoo declared, they would be removed from political j influence. j The board would be authorized to establish steamship lines to countries where American trade needs such acceleration. ac-celeration.
