Show Postmasters Are Permanent Under Civil Service Harry B. Mitchell, Chairman of the United States Civil Service com mission, has called upon the American Am-erican public to recognize that post masters are permanent officers under un-der the Civil Service System, and entitled to all the rights and pnv- ileges of the law. Chairman Mitchell's statement was issued as a part of a nationwide nation-wide campaign launched by the National Association of Postmasters Postmast-ers to educate the public as to the true status of postmasters m Civil Service System. Too many people, the Association announced, believe that postmasters are temporary tem-porary political appointees and it is resulting in an incorrect attitude toward the posttal service. In a public statement Chairman Mitchell announced: "Every postmaster post-master not only has to qualify for appointment through an examination examinat-ion given by the Civil Service Commission Com-mission ,but he must be among the three top eligibles. Like other Federal workers , the postmaster serves without limitation on his term, subject only to the same competent handling of his office as required of all personnel. "The country benefited when Post masters were placed under competitive civil service. The postmaster post-master and his employees are the most important daily contact a citizen has with his Government. I am glad to know the the National Nat-ional Association of Postmasters is launching a campaign to inform the American public as to the real facts. The United States Civil Service Ser-vice Commission is particularly gra tified at the manner in which the postmasters are performing their duties." The Association has established a national committee to conduct the campaign with Fergus McRee, Postmaster, Richmond, Va., as chair man. Top officials in Government and in both major political parties have joined in expressing approval of the program the sole aim of which is to 'correct the oft-repeated statements that postmasters are serving only upon a temporary bas is whereas the law of the land has placed them as a vital part of the Civil Service System. |
