Show R K IK TAX ESSENTIALS Congressman Ogden L. Mills of New York declares that every sound tax measure mea-sure must be based on three essentials: first, productivity; second, equity; and third, that it be imposed with the least possible disturbance to orderly business. Mr. Mills contends that the high surtax rates contained in the present internal revenue law violate every one of those I principles. He says the productivity of 1 the surtaxes is steadily decreasing; thev. discriminate unjustlv between coruora-tions coruora-tions and partnerships and they are 1 turning capital from productive enter-i enter-i nrises into tax-exempt securities, to the destruction of business. Mr. Mills cites the tax systems of Germany, Italy, Great Britain and other European countries, all of which have failed to include hivh surtaxes sur-taxes knowing that thev would be considered consid-ered unjust bv the people and consequently, consequent-ly, their collection would be impossible. What Congressman Mills should do is to get busy and shape things to knock out "tax exemut securities." This special privilege business should be done awav with before something else happens. |
