Many, misunderstandings have arisen with regard to the official bulletin, which . la being Issued by the commltteo on - public Information under order of the Fresldent. This publication la not a newspaper In the accepted sense of the word. Its single purpose la to assure the full and legal printing of and official announcements of gov ernment heads In connection with governmental business. Exclusive- publication la not Its thought or ambition. It will not Interfere In-terfere with the legitimate functions of the press In" any manner, nor will official news be delayed or withheld In order to give tho bulletin any special spe-cial news significance. In the columnB of the Bulletin It Is proposed to publish proclamations and executive orders of the President; Presi-dent; rules and regulations which tho various heads of tho executive departments de-partments and other government establishments es-tablishments aro authorized and directed di-rected by various statutea to mako and promulgate; administrative orders or-ders and rules framed and Issued by each department or government establishment es-tablishment for the conduct of Its own business and the regulation of its offices; official bulletins and ot-Jj ot-Jj flclal statements of policy or of facta issued by heads of departments and other responsible government officials; offici-als; statutoa enacted relating to war matters or which tho public should be officially Informed, and other matters mat-ters which from tlmo to tlmo It Is deemed advisable to publish. Tho official bulletin will be sent without, charge to tho President of tbo United Stntos; to the members o: tho President's cablnot and officials of all government departments; to tho mombors nf tho United States Senate nnd House of Iloprosontfttlvo members of tho American diplomatic and consular servlco; tho foreign diplomatic and consular service; officers of-ficers of the army and navy; evory postotflce In tbo United States (to bo Josted dally) ; governors of all states; mayors of all cities; alldally newspapers news-papers and press associations of tho country; all magazines; colleges and universities, chambers of commerce and boards of trade;, aniL other public pub-lic Institutions. To the general public, and to pri vate Institutions, a charge of 15.00 a year will be made, as the provisions provis-ions under which the Bulletin la published pub-lished mako It Impossible to distribute distri-bute free copies. Necessarily tho Issue Is limited, and were there no other binding restrictions a mechanical mechani-cal impossibility would prevent a general free circulation. Therefore, the some plan now observed In connection con-nection with the sale of the Congressional Congres-sional Record, and approved by law, will bo followed by the committee. |
