Tho text of ' tho bill drafted by tho senate foreign for-eign relations committee to carry out President ' Wilson's policy of armed neutrality follows: Do it enacted by the senato nnd house of representatives of tho United States of America In congress assembled: That the commanders and crows of all merchant vessels of tho United Statea and bearing tho registry of the United States aro hereby author- i Ized to arm and defend .such vessel.? agaLnst unlawful attacks and that I tho president of tho United States is hereby authorized and empowered to supply such vessels with defensive arms, fore and aft, and nlBo with the necessary ammunition and means of making uso of thein; and that ho bo I and Is hereby authorized nnd empowered em-powered to employ such other Instrumentalities Instru-mentalities and methods ns may In his Judgment and discretion seem necessary and adequate to protect such vessels and tho citizens of tho I United States In their lawful and peaceful pursuits on tho high seas. Tho sum of ?100, 000,000 is hereby here-by appropriated to be expended by tho president of tho United States for tho purposes of carrying into effect the foregoing provisions," tho said I sum to bo available until the first day of January, 1918. , For the purpose of meeting tho expenditures hersln authorized tho secretary of tho treasury, under tho. direction of tho president, Is hero- by authorized to borrow on tho credit of tho United States and to Usuo therefore bonds of tho United States not exceeding in the aggregate $100,-000,000. $100,-000,000.
