Show a Needs Of The Railways Tho estimate that the railways need a billion a year Is out of date. Thoy need more, and they need It for other reasons than the rescue of tho shareholders sharehold-ers of the railways. They ought to get tho rollof they need in tho form in which they havo asked for it. Mere permission to raise their rates in proportion propor-tion either to thoir costs or to their efficiency is tho appropriate economic remedy. It would be a bitter doso for those who havo hardened their hearts to the railways' humble plea. Hut they should be made to tako it for their own good as well as for tho rollef of the railways. Thereafter tho regulators would remember that there aro two sides to regulation, and that protection of tho railways and the country Is a duty as much ns protection of shippers. Tho problem has passed beyond solution by the railways, even boyond tho eommlRsInn and Congress.
