Show ? THE CONSCRIPTION MACHINERY. m t The United States is a great big country and, like other large bodies, its government runs slowly. The army conscription con-scription bill has gone along through Congress with perhaps per-haps as little delay as could be anticipated. Now it remains re-mains to create and put in motion the machinery for carrying it into effect. If it takes as long to operate this machinery as it does " other governmental functions, it will be quite a number of weeks or months before any sizable body of our young J, men is drawn, ready for training. But delay is not neces- sary. There is everywhere the machinery with which the work of conscription can be done readily. Every election i!i district has its boards whose duty it is to make up voting T lists, and with country and township and other local offi- I cers, there is plenty of official organization to put through y a rush job and do it right. 'H It is the duty of every official who is called upon to . N assist in completing the roll of names, to act promptly. He should subordinate his other business to doing this work. If every man hangs off a few days before attending attend-ing to whatever duty he is called on to perform, the ag-1 ag-1 gregnte of delay will be considerable. fl Whatever method is chosen, there will be some men if who will not promptly respond to the call for registration. 1 1 Officials will hesitate to close up their lists until they get If them complete, and there are chances for very consider- J able delay at every stage of the game, ll ji .It is. the duty of every young man between the ages fixed by Congress to attend promptly to the matter and II give in his name at the proper time.
