"A careful examination of the evidence shows that venereal disease is only about half as frequent in men after af-ter they enter $he army as in similar groups of individuals in civil lfe. It was .fortunate that our mobilization occurred at a tima when the amount of drinking in this Country was rapidly diminishing and at a time when most of our states were going go-ing on a prohibition basis."
