Th Joint reply of the powers to Castro's Cas-tro's qualified acceptance of arbitration arbitra-tion was handed to tho United States ambassadors at Berlin and Londoa Tuesday. Tho note alms to further smooth the way for a settlement which may possibly he reached with' out arbitration. The powers do sot abandon any of the reservations cob-1 talned In their original proposal. The question of raising the blockade will only be oponod after President Castro's acccptanco of the powers' reservations. Th state of war Is not modified by these notes. The German foreign office takes cognizance of th statement emanating from Washington Washing-ton that a group of German financiers Is forming to pay Germany's claims against Venezuela, the ultimate purpose pur-pose being to prevent the United States from building the Isthmian canal. ca-nal. The foreign office says this Is quite untrue, and further asserts that tho German government hopes the United States will build the canal as quickly as possible. So far from Interposing In-terposing any obstacle, Germany regards re-gards that her own trade Interests will bo subserved by the opening of an in-teroccanlc in-teroccanlc route. |
