We challenge judgment upon this recoid of effective performance In legislation, leg-islation, In execution and In administration. adminis-tration. The work is not fully done; policies are not completely wrought out; domestic dom-estic questions still piess continually for solution; othei trusts must be regulated; reg-ulated; the tai Iff may presently receive re-ceive revision, and if so, should receive It at the hands of the friends and not the enemies of the protective sstem; the new Philippine government has not begun to develop its plans for the benelit of that long-neglected country; coun-try; our Hag lloats on the isthmus, but the canal Is jet to be built; peace does not jet iclgn on eaith, and consldet-ate consldet-ate tlrmncss backed by stiength Is still needful in diplomacy.
