He It enacted by the legislature of thu state of Utah: Section 1 The following proposition proposi-tion to amend tho Constitution of the State of Utah Is hereby submitted to the (lualllled electors of the State of Utah for thelrapproval or disapproval, namely: . . That Section 1!, Article 10. of the Constitution of the State of Utah, be amended to read as follows; Tho Public School Sjstcm shall In-cludo In-cludo kindergarten schools, common schools consisting of primary and grammar grades, high schools, an agricultural agri-cultural college, a university, and such other schools as the Legislature may establish. The common schools shall be free. The other depattments of the system shall bo supported as provided pro-vided by law Provided, that high schools may be maintained free in all cities of the llrst and second class now constituting school districts, and In such other cities and districts as may b6 designated by tho Legislature. Hut where tho proportion of school monies apportioned or accruing to any city or district shall not be sulllclent to maintain all the free schools In such city or district, the high schools shall bo supported by local taxation; Provided, Provid-ed, that when any cities or districts shall establish high schools, tho Legislature Legis-lature may authorize the uso of tatc school funds to Assist In supporting such schools, said funds being apportioned appor-tioned to the cities or districts concerned, con-cerned, by tho State Hoard of Education. The following proposition proposi-tion to amend the Constitution of the State of Utah Is hereby submitted to the qualified electors of tho State for their approval or disapproval, namely: That Section 3, Article 13, of tho Constitution of tho State of Utah as amended November 0, woo, and Section Sec-tion 12 of said Articlq 13 be and the same aro hereby amended to read as follows: section u. The Legislature shall piovlde by law a uniform and equal rate of assessment and taxation on all property In the state, according to Its value in money, and shall prescribe by gencrat law such regulations as shall secure a just valuation for taxation of all property, so that every person and corporation shall pay a tax in proportion propor-tion to the valuo of his her or Its property: pro-perty: Provided, that a deduction of debits from credits may bo authorized: Provided, further, that the property of tho United States, of tho State, counties, cities, towns, school districts, dis-tricts, municipal corporations and public libraries, lots with buildings thereon used exclusively for either religious worship or eharllab'.o purposes, pur-poses, and places of burial not held or used for private or corporate benefit, shall bo exempt from taxation. Ditches, Ditch-es, canals, reservoirs, pipes and Humes owned and used by Individuals or corporations cor-porations for Irrigating lands owned by such individuals or corporations, or the Individual mombers thereof, shall not bo separately taxed as long as they shall bo owned and used exclusively ex-clusively for such purpose: Provided, further, that mortgages upon both real and personal property shall bo exempt ex-empt from taxation: Provided, further, that tho taxes of tho Indigent poor may be remitted or abated at such time and In such a manner as may be provldedby law, 12.
