Secretary of State Hughes Is considering u number num-ber of special reports on conditions In Mexico, and the attitude of President Obregon In regurd to co-operutlon with the United States, settlement of American clnlms nnd guaranty of American proporty rights, and Is expected ex-pected to lny his conclusions heforo Uio prosldent at an early dute. Secretary of the Interior FnUand authorities on Mexican rclntlons, and nuthorltlso on Mexican relations, and will exert n marked Influence on the development of tho American policy. Mr. Kali i8 Insistent that there shall bo no recognition of the Obregon government gov-ernment until it hns entered into a written agreement covering tho settlement settle-ment of claims, protection of American citizens and gunranty of property rights. The secrctury of tho Interior is of tho opinion that tho administration should take as the basis of a settlement settle-ment with Mexico tho terms proposed by the senate Investigating committee, of which lie was chairman, in what It was declared that nn agreement should be reached for 4he appointment of which ho wns chairman, In which It age, If nny, done to Americans or to Americans 'property in Mexico, and, reclprocully, the damages, If any, to Mexicans or Mexican property In the United Stntcs.
