Show Foreign Language Study Encouraged April 1-7 has been declared by Governor Scott M. Matheson as Utah Foreign Language Week. The declaration, signed by Governor Matheson, says in part". ..the Final Act of the Conference on Security and Cooperation in Europe committed the United States 'to encourage the study of foreign languages and civilizations as an important means of expanding communication com-munication among people for their better acquaintance with the culture of each country, as well as for the strengthening of international in-ternational coopertion;' and "WHEREAS, the study of foreign areas, cultures, and languages in Utah is in a decline contrary to this commitment accepted in the Helsinki Agreement of 1975; and "WHEREAS, this decline is not in the national interest of the United States because it limits possibilities for increased mutual understanding un-derstanding and international in-ternational cooperation and because it denies growing numbers of Utahns of information in-formation and skills needed to exercise their duties and responsibilities as citizens." "This declaration states our concern about the Foreign Language programs in Utah, as well as the reasoning behind such a 'week', "said Dr. Wendell Hall, President of the Utah Foreign Language Association. Most of Utah's school districts will be participating par-ticipating in events emphasizing em-phasizing the study of foreign language. |
