On an international basis, the United States government govern-ment has taken some steps to abet unlawful seizure of aircraft. The U.S. has signed three international conventions which make the unlawful seizure of aircraft an international crime and provide for prosecution or extradition of those involved. in-volved. It is difficult, however, without an international in-ternational legal body to prosecute those involved. It is time for our government govern-ment to take jmmediate action urging the international in-ternational community to adopt measures to refuse amnesty or asylum to terrorist groups. This step must be taken by the world communtiy as a whole if it is to realize its full effectiveness. ef-fectiveness. Terrorism undermines any reasonable complaint an individual or group might have. When acts of violence are committed and the principles of human decency are violated, the perpetrators per-petrators void any legitimate claims they might have. We must deal with them for what they have proven themselves to be. Acts of international terrorism occur almost daily throughout the world. We have experienced, in the last few weeks, more airline hijackings. And, almost all episodes end tragically for those, such as the passengers and crew, who are involved by chance. In the last six months there have been 17 acts of international in-ternational terrorism, 11 of which have been airline hijackings. We can no longer ignore terrorists whose sole aim is to shock the world into submitting to their demands. .International terrorist activity takes on many forms. It has its roots in various geographical areas and idealogies. But, no matter what its alleged justification, terrorism' cannot be condoned. The threat to innocent people, who happen to be at the wrong place at the wrong time, cannot be accepted by the international community as a legitimate or permissible per-missible means of attempting at-tempting to advance political or philosophical views or of obtaining concessions con-cessions from governments, organizations or individuals. In an effort to curb air terrorism, the U.S. Congress passed Public Law 93-366 authorizing two means of combatting air piracy. One section authorizes the Secretary of Transportation, with the approval of the Secretary of State, to withold, revoke or impose conditions on the operating authority of nations whose aircraft do not meet proper security measures for foreign air travel.
