Tho report declared tho construction construc-tion problem was one for local action by governors and mnyors in cooperation coopera-tion with such a committee. Discussing tho financing of construction, construc-tion, the report held that long term bank deposits and tho savings accounts should bo used primarily for long term loan purposes, and should not bo Intermingled In-termingled with speculative and commercial com-mercial business. Tho report added that excessive financing fi-nancing charges for building havo not been exceptional. While- tho commlttco found that there had been substantial reductions In tho costs of many construction materials, ma-terials, lower prices for somo materials mater-ials had not yet been brought about in keeping with tho trend of wholesale prices, and in many instances retailers had not yet followed tho reduction of manufacturers and wholesalers. On tho subject of wages, tho com-mitteo com-mitteo said: "Tho cost of living, rentals and working work-ing conditions differ In various communities. com-munities.
