Show The Argonaut has a superb article on "The Horrors Hor-rors of War." The article, however, establishes nothing; it is but a reminder of what has been the rule from the first. It is, too, the rule of the wild beasts and the birds that wear talons. It is the same rule that governs the cyclone, the earthquake earth-quake and even the sun that prostrates more while ripening the harvest. The weapons of barbarism prevail among men as in nature. The point is, What will change the rule? The Hague Congress has thus far been impotent to effect any reform. Our thought is that the law of arbitration must be established to cure strikes and to stop wars. This much is duo to civilization. The theory must be that law is a perfect science and that the nations must accept it and through peaceable means adjust their differences |
