Panguitch City workers Justin Hatch and Gary Leach worked hard to put up the city Christmas lights before the start of the holiday season last week. Fun-filled Christmas activities are planned for PANGUITCH Mayor Jon Torgerson was joined by City Manager Allen Henrie, Treasurer Shirley Chidester and council members Mack Oetting, Janet Oldham, Dennis Orton, Rick Swanger and Attorney Wallace Lee at the Oct. 9 meeting meet-ing of the Panguitch City Council. Both Cindy Johnson and Greg Payne were excused from this meeting. Police Meeting Sheriff Than Cooper and Panguitch residents on Saturday with the first of four merchant drawings, the Christmas Tree Lighting Ceremony, a visit with Santa Claus and the Christmas Home Tour 2001. i i Panguitch City Council Meets Deputy Clint Pollock were in attendance to give a report and answer any questions the council coun-cil had regarding law enforcement. enforce-ment. The council discussed reports received from September and gave the Sheriff some suggestions on changes they would like to see made on the report. No details of that discussion were reported. The Sheriff was asked to monitor city streets more closely close-ly as the city was getting a lot of complaints regarding ATV's driving too fast as well as not being careful. Allen Henrie reminded police that there is a city ordinance which states that the police are to help with the dog problems in the city. Upcoming Meetings City Manager Allen Henrie announced he would like to attend an RC & D state meeting (See MEETING on page 3-A) Panguitch City Council Meets From Front Paee Oct. 17 in Green River. Henrie and Mayor Jon Togerson also planned to attend the Division of Drinking Water Board meeting set for Oct. 10-12 10-12 in Moab. It was noted that a representative from Panguitch was required at their monthly board meeting to give an explanation expla-nation on why an extension is being sought on the proposed water project. Baseball Complex Planning for 2002 Greg Excell reported that he has made a few contacts. He. has talked with people in Richfield regarding options to take to get teams to come. The mayor, council members and Greg Excell set up some goals and when they should be accomplished. Nov. 27 was set as the date for an update on those goals. Types of tournaments to work on are: 50-and-up tour, co-ed tournament, men's slow pitch, girls' fast pitch, women's slow pitch, winners tour, and Babe Ruth tournaments. Excell was asked to get the name of a contact con-tact person for each of these type of tournaments and contact them by the end of the year. He was also encouraged to contact the motels and see if they would set aside a block of rooms at a lower rate for the teams. Janet Oldham agreed to work with Allen Henrie to draft an accommodations brochure to be sent to these teams. Multi-Purpose Events Center Report of Concerns Joe Decker reported that the Events Center Committee had revised the rules for the Canyon Country ComplexTriple C Arena facility and would like to get city council approval for those new rules. He reviewed the proposed rules with the council. Decker suggested that most of the area of the park, i.e. the race track, outdoor arenas and multi purpose center be put under the direction of the Events Center Committee. He asked the council for ideas on what types of events they would like to hold at the facility. He noted he had talked with Monster Truck Rally promoters pro-moters and they have told him to plan on $10,000 up front money for such an event. A Tough Truck Rally could also be included at the same time. This event would allow local people to be able to participate with their own trucks. A motion was made to approve the Triple C Arena Committee to set the policy, with city council approval, for the race track, outside arenas and the multi purpose center. It was also approved to hold a workshop to discuss where the city stands and how much has been set aside for the center. Main Street Update Grant for Lighting Janine Fellows provided the council members with a printed sheet of the projected goals and accomplishments of the Main Street Committee for the next two years. Fellows is investigating to determine if Panguitch City can become a "Rural Smart Site," which is a computer center that does business with corporations in major cities. Fellows discussed the lights for the proposed StreetScape Project. Samples will be sent for the city to view the actual lights, rather than order from a catalog. The lighting will be handled in a bid process. Allen Henrie is to confer with Greg Payne on the lighting specifications specifica-tions for the project. Election Canvas Results of the Primary Election held Oct. 2 were reported to the council and were as follows: MAYOR - Mack Oetting, 73; Janet Oldham, 165; Cindy T. Stewart, 160. COUNCIL COUN-CIL - Harshad Desai, 24; Eric Houston, 135; Denny Orton, 208; Leland Pollock, 245; Michael Savage, 164. TVRadio It was discussed that the TVRadio equipment which Panguitch is using is getting old and needs to be replaced. Rick Swanger met with Mauri Parsons and they will meet with Allen Henrie to get a list together togeth-er of the priorities of the much-needed much-needed new equipment. Nuisance Ordinance Attorney Wallace Lee presented pre-sented a draft of a nuisance ordinance ordi-nance which the council had asked him to prepare. Council members asked for some time to review the draft on their own time. The item was tabled until the next meeting. Animal Control Ken Hepworth resigned as Animal Control Officer, so the city is without one at this time. The city maintenance men will handle animal control for now, with Troy Pollock being the initial ini-tial contact person. Olympic Torch Run Mack Oetting reported that he attended another county meeting concerning the Olympics. It was suggested that perhaps each elementary student attending the Torch Run at Bryce Canyon be given a flag or some other Olympic item. More discussion and decisions will be made at a later date. Sub For Santa Elaine Baldwin thanked the council for their support of the Sub for Santa program and asked for that support again this year. Last year 110 children were given gifts financed by the program. She asked if the council coun-cil would consider donating again this year. A motion was made for Panguitch City to donate $500 again this year. Christmas In The Country Pat Oetting shared with the council that in order to have more events during the Christmas in the Country festival festi-val set for the first week in December, the committee was asking for a donation to help defray those costs. A motion was made to donate $100. Treasurer Position Shirley Chidester has announced that she will be retiring retir-ing as Panguitch City Treasurer at the beginning of next year. A motion was made to enter into Executive Session at 8:53 p.m. to discuss options available to the city. At 9:27 p.m. the group returned to general session. At that time a motion was made to advertise for a part-time treasurer position, with appropriate appro-priate qualifications, to begin in 2002. Department Reports JP Fines Mayor Jon Torgerson and Manager Allen Henrie attended the Garfield County' Commission Commi-ssion meeting held Oct. 8. They reported on some concerns which the council had expressed concerning the Justice of the Peace court fines. These were addressed at the commission meeting, but no details were forthcoming in Panguitch City minutes. The JP Fines report was accepted for September. Inmate Parole The Mayor reported that the county assured him that all inmates are taken to Draper to be paroled. Multi-Purpose Center The Garfield County Commissioners have said that because costs are higher than expected for maintenance and operation of the Canyon Country Complex, they will paying $10,000 for this year and will pay one-half the costs for next year once those figures have been determined. CUP Funding Garfield County is expected to receive some money back from the Central Utah Water Project. The exact amount has yet to be determined. Dumpster Clean-up. There has been some concern expressed about all the litter collecting col-lecting around the dumpsters on River Lane Road. This has been addressed and cleaned up. The party is usually held the first council night of December so the party this year is set for Dec. 11 at the Flying M Restaurant. Travel Council Booth Olympics The Garfield County Travel Council will have a booth in the Media Center during the Olympics. |
