Show Panguitch City Council Meets To Discuss Issues PANGUITCH The Panguitch City Council met on Apr. 24 for their regular meeting, the minutes of which follow. At the meeting, Mayor Jon Torgerson was present along with Council Members Mack Oetting, Janet Oldham, Greg Payne and Rick Swanger. Council Member Dennis Orton was ill. Also present were City Manager Allen Henrie, City Treasurer Shirley Chidester, and City Attorney Wallace Lee. City Recorder Cindy Johnson was excused to attend out-of-town meetings. Main Street Update Janine Fellows reported on classes she had attended at the National Main Street Conference which she felt were helpful. A Main Street refresher meeting was set for the board to review their status and their goals. The board had submitted a budget for review by Henrie. Balloon Festival Update Fellows reported on the progress of the balloon festival. To date, two $500 sponsors, Panguitch City and ERA Realty, had committed. They will have a full page ad on the front of a flyer to be inserted in publications in Utah, Arizona and Nevada. There were also sponsors for 13 motel rooms and 17 other in-kind donations and three cash donations. Fellows expressed an interest in holding the sponsor dinner at the new Canyon Country Complex if it available and asked if the fee could be waived. Fellows would coordinate coor-dinate the event with Joe Decker. The council, by motion and unanimous unan-imous vote, approved the fee waiver for the dinner. Multi-Purpose Event Center Decker reported on the progress of the building construction and plans for an open house set for June 8-9. The tentative budget for the open house was set at $2,645 to include advertising, popcorn, hot dogs, coke, balloons, etc., as well as some expenses for a Brenn Hill concert and CRC rodeo. Decker said that contractors said the center would be completed by May 25. By motion and unanimous vote the council agreed to support the open house in concept, ;leaving some options for unknown costs. Henrie reported that the sound system for the complex were being negotiated and that Zions Bank had approved a six-month extension on the loan. Youth Activities at the Park Toni Tempkie Tempkie expressed interest in organizing youthadult classes and activities on Wednesday and Friday bight at the park. She suggested painting, Science, dog training, ping pong, basketball, film making, ma-king, etc., as possible classes. She said more research and planning were needed, but wanted to know if the council would support the concept. The council agreed to look at her plans when she presented pre-sented them and commended her enthusiasm. Annual Bryce Canyon Country Recreation Guide The council approved $1,125 for publication of its full page ad, the City's walking tour map and accompanying dialog. Business Incubation Center Lease - Robert Driedonks Driedonks asked the council for permission to erect a 16-foot antique-looking windmill with working blades at the facility. Council members expressed concerns con-cerns about safety after daylight hours. Driedonks agreed to lock the device after hours and the council approved by motion and unanimous vote the windmill's installation under those conditions. Driedonks told the council his museum will open May 30. He asked to rent the second classroom to display his butterflyinsect collection and sought permission to place plaster board in the windows to keep out the sunlight which fades the butterfly colors. He also asked for a reduced rate of rent on the additional room. Donations American Legion Boys and Girls State The council agreed by motion and unanimous vote to donate $25 each to the American Legion and American Legion Auxiliary for the boy and girls attending Boys and Girls Stste. Maintenance Truck The city will replace its maintenance main-tenance department truck and was considering three: a 1987 Dodge 34-ton, 4-wheel drive with 117,000 miles for $4,500; a 1995 Chev 12-ton, 4-wheel drive with 93,000 miles at $8,300; and a 1998 Chev 12-tom, 2-wheel drive with unknown mileage at $14,000. Council member Payne said that Utah Power & Light was disposing of some trucks and might have one to donste. The council, by unanimous vote, asked Payne to check with UP&L and if not successful, to leave the decision to Mayor Torgerson and Henrie. Budget Workshop The council agreed by unanimous unan-imous vote to meet for a budget workshop at 5 p.m. on May 1 in Henrie' s office. Baseball Complex The lighting project at the baseball complex wss set for completion com-pletion in approximately two days. Department Reports Fire Department Oetting reported that 1200 feet of 3-12 inch supply hose and couplings coup-lings was available from a California Cali-fornia fire department for $75. Propane Tanks Kenny Orton said propane tanks would be removed soon. Property North of Town Henrie reported that John Houston had recently quoted a price of $2,000 an acre for the property on the west side of Highway 89 at the north end of town. Kaibab Property The property is for sale and the suggestion was made that the city buy it back for the same price for which it was traded. Streets . The council was hoping to get enough chips, despite the current high demand for them, to seal the city's streets. Secondary Water System The city's secondary water system sys-tem was due for turn on the following fol-lowing week. Complaints Complaints had been received about the dirt on the street and in the gutters on Main and Center Streets with the street sweeper overdue. Concern was expressed about children darting in and out of traffic on the highway on their scooters. People were reported entering the park from the back (off 250 East) to drive trucks and 4-wheelers on the race track. A lock is needed on the gate. Current Bills The council approved payment of current bills followed by adjournment at 9:05 p.m. |
