Jay Proctor Honored For Service With Water Users Association By Nancy Twitchell Garfield County News Editor ' PANGUITCH "We all need something to do, a reason to keep going after retirement," was how Jay Proctor described his reason for keeping his weekly irrigation job for more than 40 years after retiring from his position as Panguitch City Clerk 16 years ago. Proctor was honored this past month with a plaque for his 40-plus years of service and dedication to the water users of the Sevier River. He had ably served them as Deputy River Commissioner faithfully for all those years. Sevier River Water Users Association board member Sheldon Proctor made the presentation. presenta-tion. Initially, years earlier, Proctor, escorted by the district engineer, was shown the sites and how to take pertinent readings and keep appropriate records. Back then he would report weekly to the water commissioner and at year's end water users would be taxed for the amount of water used. The present water commissioner is Ray Owens. There are 1 1 canals to be moni- tored beginning at Three Mile and extending to the head of Mammoth and Asay Creeks, a distance of some 70 miles. The work generally gener-ally starts in April as the deputy goes to each location and winds the clocks at the canals. Additionally, he keeps them free of mud and debris. de-bris. He determines the rate of flow and records it for reporting back to the water commissioner. All readings read-ings are taken on the same day. There are primary, secondary and third class water rights, explains Proctor. Some years it starts out at 50 percent, of the primary and then moves into the secondary. Rarely through the years have they moved into the third category. Proctor says he will pass the reins on to the new Deputy River Commissioner Merle Prince. Prince has been over the route with Proctor and looks forward to the task. While the job doesn't pay a lot, it provides a great deal of satisfaction, satis-faction, Proctor said Proctor has worked with about half a dozen different water commissioners com-missioners and will miss his association asso-ciation with them, he said. |
