Show CONSTITUTIONAL AMENDMENTS Four constitional amendments to be voted on by Utah residents Nov. 7 have received endorsement by the Utah League of Cities and Towns. The League, holding its ninth annual meeting at Salt Lake City, passed a resolution favoring the amendments and urging Utahns to vote in favor of aU four In November. The League also endorsed a resolution opposing strikes by public employees, and called for enactment of legislation to establish basic employer-employee guidelines to protect the public "through orderly and uninterrupted functions and operations of local government." The four constitutional amendments endorsed by the league, if approved by Utah voters in November, would: No. 1: Revise the legislative article of the Utah Constitution to eliminate outdated procedures, and to give leglsla-ure more effective auditing and legal help. No; "2: Amend the ball provision of the constitution to deny ball to persons accused of a felony while on parole or probation for a previous felony, or while free on bail on a felony charge, provided there is a strong presumption of guilt on the second felony. No. 3: Remove from the constitution a provision which now makes it mandatory for cities of the first and second class to have their own school districts. No. 4: Permit alternative forms of county government to make it possible for each county, subject to referendum by its citizens, to choose a form of government "which best serves each county's needs." The resolution on the amendments reads in part: Where as, it Is the opinion of the membership of the League of Cities and Towns that these amendments will be of benefit to the state and should be adopted, Now, therefore, be It resolved by the League that it urges citizens of the state of Utah to study the amendments proposed and vote in favor of Numbers 1. 2, 3 and 4. The league's new officers are Loran Whetten, Cedar City, president; Olof Zundel, Brlgham City, 1st vice president; Morris Swapp, Bountiful, 2nd vice president; E. J. Garn, Salt Lake City, Immediate past president. Named to the board of directors are Lloyd Lenhart, Providence; Vaugn Soffe, Murray; Gayle Starks, Clearfield; Jo-ann Brown, Lehi; Walter May-nard, Price; M.
