Right or wrong, Latin Americans feel that there is a growing tendency at Washington to establish a protectorate protec-torate over Central and some parts of South America which will place the republics in the same position as Cuba. President Diaz litis become convinced con-vinced that Mexico, by reason of her geographical position, her wealth and population, must place herself at the head of this government. It is stated that already Diaz has assurances of hearty support of practically all Latin America and plans have been quietly and unofficially placed before the principal European nations and he has been assured of t heir moral support.
