Efforts by some senators to allow theso appointments to bo mado upon recommendation of senators sen-ators and representatives without examination ex-amination received but slight support. In a speech, Mr. Ilnlley said It was roportcd that It the bill, as passed, did not provldo for appointments under un-der tho civil service tho president would veto It, and added that if any such "threat" wero mado It would stir up sovero criticism ot tho president. |
