Show Work of the Convention, The first article for the constitution of the new state of Utah was reported to the convention on Saturday, but it is only the necessary declarations of the boundaries of the state. Corfman of Frovo introduced a proposition prop-osition providing that the legialature shall have no power to change the seat of government of the state; but the Question of permanent loca tion shall be submitted to the voters at the first general election elec-tion after five yearB from the date of tbe adoption of the constitution a majority of all the votes cast at that election to be necessary for a choice of the Beat of governmf If no choice is nt that electiota.then trvri'-'31-'1"" shall dV-ou omitted -the net year on the three cities having the l ighest number of votes. If no choice then results, the two highest citie3 shall be submitted on the next election. After the location is thus made no change is to be made except by a vote of two-thirds two-thirds of the state. The appropriation of money for state capitol is absolutely prohibited until the permanent location loca-tion is made. Another measure was for the protection pro-tection of the forestry. Two were introduced in-troduced for the control of the rates of teie?raph, telephone and railway companies. |
