The purpose of CETA is to help train, and to provide services for, persons who need help -in becoming employable. CETA has many programs, including adult programs, special impact programs for those with artificial barriers to employment such as race or sex, and, most important to Upward Bound projects, the CETA Youth Program. While each sponsor is free to initiate its own: unique approach to local problems, basically, disadvantaged youth, fourteen to eighteen years of age, are paid $2.10 per hour for two hours of counseling, and eighteen hours of employment per week. This eighteen hours of employment may consist of tutoring or skill training or vocational education or actual work experience at some non-profit organization, such as day care centers, the -zZ00, community youth centers, girls’ clubs, maintenance departments, schools and parks. Drury maintains a work site of its own for some Upward Bound students who may do anything from maintenance to clerical work. This summer.all but five of Drury’s Upward Bound summer students were paid for two hours of counseling, eight hours of class time (in traditional areas of study skills, communication skills, and math), and ten hours of work at one of the non-profit work sites--instant motivation! Eight times the motivational power of the usual $5 to $7 stipend. Projects working on a limited budget (as we all are) can free the traditional stipend - money to provide additional services for its students. The Upward Missouri Educational Services Bound Project at Drury isn’t telling you to abandon traditional motivational techniques. On the contrary, we probably do as much counseling and have as many parties, trips, and cultural events as any other project, and maybe more. Nor are we saying you can’t do the job without CETA.
