Show Wednesday, October 10, 20077 OBITUARIES Michael Elvin Frandsen On Oct. 4, Michael Elvin Frandsen passed away at the age of 45. Mike was born Oct. 27, 1961 in Frederick, Maryland to Elvin and Margaret Frandsen. Mike married Heather McGinnis on Oct. 4, 2003. His friends and family will dearly miss him and his ability to make everyone laugh. He genuinely cared for others, everyone who knew Mike said, “He had a big heart and would give you the shirt off his back if you needed it.” He was an awesome husband, loving brother and son. He is preceded in death by his sister Debbie. He is survived by his wife Heather, his father, Elvin (LouEna) Frandsen, mother, Margaret Stein and his brothers Kevin (Jennifer) Frandsen and Kelly (Leisa) Frandsen. Services were held Tuesday, Staff writer Michael Elvin Frandsen Oct. 9, at noon at the LDS Chapel at 6755 West 3800 South, West Valley City. Internment was in the Valley View Memorial Park, 4335 W. 4100 S. West Valley City. He is survived by his seven children, Juana (Guadalupe) Soto, Salomon (Carmela) Tapia, Guadalupe (Roberto) Frutos, Hermelinda Tapia (Jose) Alcalah, Antonio (Rosio) Tapia, Margarita Tapia, David (Brandi) Tapia; twenty grandchildren; four great grandchildren; two Brothers, Manuel Tapia and Florencio Fernandez and one sister Delfina Fernandez. Alfredo was born on June 22, 1938 to Jauna Cisneros and Marcelino Tapia .In 1956 He married Cristina Aguilar. She passed away January 1978. He grew up in Mexico, worked for the City Water Company in Mexico City. He later moved to the United States finally and settled in Utah with five of his children. While working for the Norbest Turkey Plant in Moroni. He loved to be with his family to set and tell old storied from when he lived in Mexico. Truitt Austin Russell Austin Russell was husband of one, father of 10, grandfather of 49, great grandfather of 41, was dearly loved by all of them and will be greatly missed. He was born Nov. 9, 1918, two days before the signing of the Armistice that ended World War I, and was married to Margaret Johnson Nov. 26, 1941 in the Salt Lake LDS Temple. His parents were Charles Lyman Russell and Vera Gibbons Russell. He is survived by his ten children, Michael (Shirley Howell), Pamela (Raymond Jensen), Stephanie (James Kvamme), Bryan (Charisse Howard), Kathryn (George Wouden), Melinda (Brant Layton), Julane (William Sullivan), Mark (Erin Peterson), Andrew (Kimberli Christensen) and Jonathan, (Amy Green); by his brother Raymond Russell and his sisters, Ruth Hathaway, June Smart, Ina Bulygo, Charlyn Sorensen, and Karma Bruin. He was preceded in death by his sister, Iris Marchant and grandson, KamRay Jensen. He was a man of almost legendary strength, ready to help anyone who needed it and was faithful in his church callings. He and his wife served a Family History Mission for the LDS church. Month to month $125-225 Call Melanie today at 801-652-3763 9/19,26,10/3,10MG MANTI—Sanpete County commissioners set a public hearing to consider proposed changes in the county’s Planning and Zoning Commission, as well as spent most of day discussing planning and zoning matters at the Oct. 2 commission meeting. First, the commission proposed an amendment to the county’s land-use ordinance that would allow the Planning and Zoning Commission to give final approval to all conditional-use permit requests. Under the plan, the county commission would hear any appeals to decisions made by the planning commission. The full text of the proposed amendment, including the time period and other rules for appeals, is available for public review at the Sanpete County Attorney’s Office during regular business hours. Commissioners also considered another Planning and Zoning Commission request, to change its meeting days from the third Wednesday of each month to the second Wednesday of the month. The commission scheduled a public hearing for Nov. 13 at 3:10 p.m. to allow public comment on the proposed changes. In another related matter, Lee Holmstead, who had retired as the county’s building inspector and zoning administrator, confirmed that he would stay on as temporary zoning administrator while his replacement is found. The commission approved a contract with Holmstead that will allow him to be paid $20 an hour for his services. In other matters, a motion to allow Bruce Barton and Dennis and Debra Ward to request a zoning change from Sensitive Land (SL) zone to Agriculture zone on property located adjacent to the Sevier Bridge Reservoir died because of a lack of a second. The commissioners were split on the issue. Commissioner Bruce Blackham made the motion since he was fine with the proposal, but Commissioner Mark Anderson expressed concerns about spot zoning. Blackham said the state has sizable recreation area on land around the lake and didn’t see a problem with the Ward family doing the same. A spokesman for the family said it had 33 acres around the reservoir, but only 22 were useable. He said the family was requesting the zone change to build four cabins on the land. However, Holmstead said that with the current zoning, the family could build only one large cabin and a smaller second cabin. Wesley Ivory from Fountain Green received approval for a conditional-use permit to use 13.5 acres of land for a construction-equipment yard. Holmstead said the Planning and Zoning Commission approved the request, but afterward received a letter from an adjoining neighbor who wanted Ivory to put up an 8-foot fence. Holmstead said a 6-foot fence was normal, and added that the neighbor was most concerned with trash blowing into his yard. Another neighbor who attended the meeting asked questions about the zoning process, but didn’t have a problem with the yard. Holmstead said all that was required of Ivory was to keep the yard orderly. Because of the trash blowing concern, the commissioners placed the condition of a review in one year on the permit, but didn’t require a fence. A discussion ensued over a request by Brian Nielson for a public hearing to consider rezoning property north of Manti from a Public Facility (PF) zone to Residential-Agricultural. The area in question lies within the Public Facility zone of the Manti airport. Anderson said the airport board was considering another approach to use in protecting the area around it, and that the issue was a matter between Nielsen and Manti City. He again expressed concerns about spot zoning in that area as well. However, since Nielsen’s request was for a public hearing, the commissioners felt it should be discussed. They allowed the public hearing to be scheduled for the Nov. 13 meeting at 3:20 pm. The commission granted Robert Kirgan of Richfield Resources, LLC, a temporary permit approval to drill on 40 acres of private ground near Fountain Green for a gas well, but will hold the permit until the company gets final approval from the state. Another conditional-use permit was granted to C & E Management to harvest timber nine miles east of Fairview. The company had a 90-day temporary permit, but with the conditional-use permit granted by the commission received final permission to finish the job. The commission also granted Veritas DGC a conditional-use permit for seismic exploration north of Wales.
