Edwards says that he “goes to the schools, puts up flyers everywhere, uses the radio and whatever other means” he can to get the word out and get the kids involved. In contrast, Manti and Ephraim barely get their teams together for one or two practices by the end of December. They play games from January through mid February. With the small number of participants and shortage of teams, they get in about five games and play just short of two months total during the year. In addition to the Junior Jazz program, Richfield City sponsors an Itty Bitty Junior Kitty Basketball League for second and third grades, introducing youngsters at an early age to basketball skills and basic rules. “Nephi has implemented a similar program (to Richfield’s) and we are going to try to implement this in Salina next year,” says Edwards. Richfield’s Junior Jazz sign-ups begin the first of October. Games begin in November and run through the end of February. Thus, the Richfield league practices and plays games for four months out of the year, compared to the Manti-Ephraim seven-week season. Ephraim took steps to bolster its program last year when it hired Jennifer Mackay as part-time recreational director. But it appears the program is struggling to take off. Mackay did not return phone calls and thus was unavailable for comment on the program’s progress. Mayor Kim Anderson of Manti was not aware that all neighboring cities except Gunnison have municipal recreation recreational directors. “Manti has other obligations, with the sewer and increases in sales tax” and Anderson said he didn’t feel the community should be further bur- dened. However, he said he did not believe that Manti had higher taxes than neighboring communities. “Just because you have a great youth program does not mean you will have a great high school program,” Anderson said. He cited the example of the North Sevier Wolves boys basketball team, which has trailed the Manti Templars this season. But long-term statistics tell a different story. The North Sevier boys won state basketball championships in 1990, 1991, 1996 and 1997. Manti has taken only one championship in recent years. The North Sevier girls took third in state in 1996, second in 1997, first in 1998 and have gone to state every year since, except once. Manti, which does not have a comparable record, is one of the largest 2-A schools in the state while North Sevier is one of the smallest. In fact, the school moved up from 1-A in 1990. North Sevier head basketball coach Lexa Larsen, attributes the school’s success to commitment and starting kids at a young age. “The key is teaching them and getting them involved early,” she says. “It is necessary to put a lot of time into the younger kids, get as many involved as possible, teach them how to play correctly and don’t focus on winning.” Manti’s part-time recreation employees Jason and Cindalyn Maylett, who earn a fraction of what other cities pay, agree that Manti needs a full-time recreational director. “If Manti City does not step up, they (Manti youth) will be left even further behind,” Jason says. Anderson says, “I am 100 percent behind getting a youth program underway, but the community needs to support it.” Surveys show the community supports building and paying for a youth program, he notes.
