If there was ever a time in world history when we should do everything to stimulate production of both gold and silver it la now, . - Owing to the world war there has been enormous inflation of paper money, cost of material and wages, and as a result, production of gold and silver is declining,. Under the Pittman Act the mint is purchasing silver produced from mines within' the United States at $1.00 an ounce while other silver is offered in the world market for a much lower price. Many citizens think that the difference comes out of the pockets of the taxpayers and that the Government is unfairly sustaining the silver mining business while other industries have to struggle along without any Government support or subsidy. This results in hostile criticism and a demand for the repeal of the Pittman Act This criticism is unfair, and arises from a lack of information on the subject During the war the United States Government sold to the British Government 350,000,000 ounces of silver at $1.00 an ounce. The silver market during this time waf much stronger than $1.00,' in fact it went higher then $1.30, and had the British Government bought this silver in the open market the silver miners in this country would have received far in excess of $1.00 an ounce. Under the Pittman Act the director of the mint is empowered to replace these $350,000,000 ounces at exactly the same price the Government received for it, namely, $1.00 per ounce less a fraction of a cent for mintage and handling charges. This transaction is thus without cost of a cent to the taxpayers of the country, it would be a gross injustice if the silver miners were deprived of jthe. higher prices .during the war by the Government selling silver below the market to our Allies and then in turn replacing Buch silver at the present depredated price. This mistaken view of the Pittman Act is almost universal with the public, even among the best informed. None of the money paid for silver comes from the taxpayers, it is merely the reinvestment, without loss to the Government, of money received for silver during the war..
