Show Page 10 The Ogden Valley News Volume XXIX Issue XIV June 1, 2022 Primary Candidates — Weber County Commissioner Seat “A” Shanna Francis Shanna graduated Phi Kappa Phi from WSU, Cum Laude, with a B.A. in Political Science; completed two master’s degrees from the University of Utah—one in Public Administration and another in Middle East Studies. She coenrolled in classes from the U of U’s SJ Quinney College of Law while completing required course work for two PhDs—one in Political Science, another in Middle East Studies. She’s founder and co-owner of SR Communications, a Weber County business in operation since 1998. She also worked as a technical writer and editor for the Shipley Group—a company founded and owned by U.S. Congressman Chris Stewart—writing and editing Environmental Assessment and Environmental Impact Statement documents under NEPA guidelines. Shanna also worked for the Utah Association of Conservation Districts (UACD) under the auspices of the Department of Agriculture, serving as Zone Coordinator for Weber, Morgan, Davis, Salt Lake, and Tooele counties, assisting the state’s Soil Conservation Districts in partnership with the Natural Resource Conservation Service (NRCS); Resource Conservation and Development (RC&D) agency; the U.S. Forest Service; Farm Bureau; and many other local, state and federal agencies and NGOs involved in resource conservation and development pro- viding resource and technical consulting services to planning districts, and serving as a liaison between locally elected district boards and local, state, and federal agencies; city and county councils and commissions; and nonprofits to reach district goals and execute district policy. Her work also included the development of a master plan for the Ogden River watershed. She has also taught as an adjunct professor in the Political Science Department at WSU. Shanna currently serves as Vice-chair of Weber County’s Ogden Valley Planning Commission and is on the board of Ogden Valley Land Trust. She was a founding board member of North Ogden’s Maria Montessori Charter School, sat on Ogden City’s Multicultural Advisory Committee, and has served and been a part of humanitarian service projects throughout the world. She received the Golden Seal of Service Award from Weber County (2019), Outstanding Volunteer Award from the Team Hill (AFB) AEF Family Resiliency Retreats program, recognition from the Tri-County Independent Living Center of Utah for furthering disability awareness and received advanced multi-month advocate training for People with Disabilities from the state of Utah under Governor Leavitt. She is married to Larry Francis. Together they have 4 children and 11 grandchildren. While living in different places around the U.S. in their early married years, they worked very hard to be able to come back home to raise their family in Weber County. He currently resides in Huntsville with his wonderful wife, Gloria. With over 40 years of experience in real estate management and government processes, Gage understands the intricacies of Ogden Valley and preserving the Weber way of life. Gage graduated from Utah State University with a degree in Finance and Economics and then graduated from the University of Utah with an MBA. Gage became a licensed realtor in 1972 and a licensed broker in 1977 as he established the Century 21 Gage Froerer & Associates Real Estate and Property Management Firm. With his experience as a private business owner and 12 years in the legislature he has consistently championed private property rights and the limited role of government for the benefit of the public. As a lifelong resident of Weber County, I am proud of this beautiful place I call home. Throughout my life, I have served my community in many ways, from the PTA and the cub scouts to community councils and volunteer committees. I have also served as a city council member and mayor. I have the right experience to move Weber County forward in a positive direction. I have spent my entire professional career as a self-employed accountant, helping small businesses succeed in Weber County. I hold a Master of Public Administration degree and have experience in local government administration. I am a proven effective leader. I have a history of working collaboratively with stakeholders to find solutions that benefit everyone. I believe in small government and have been successful in keeping that government in local hands. I see my role as county commissioner no differently. Weber County taxpayers are shareholders, and their taxes are an investment in our county. My role as county commissioner is to oversee a reasonable return on investment. Goals and objectives are measurable so simple metrics must be used to hold management accountable. Investments in services that do not deliver on their stated goals must be changed or eliminated. Those responsible who fail to perform must be held accountable. Why I am Running - Our current path is not sustainable. Over the last nine years, our population grew 10% while our taxes increased by 60%! Our government is funded by us—hardworking tax paying citizens. There is a limit as to how much government we can afford. Sometimes you must do more with less and that requires solid leadership. I believe taxpaying citizens come first when appropriating funds to serve our community, so I want to make sure these citizens have a voice in our government. I will be that voice. As your commissioner, I will work hard to maximize government efficiency. That means doing more with less. It means maximizing services while minimizing the resources to produce those services. And it means maintaining or improving quality over time. These are metrics used to maximize profits in business. Why must they be lost on government? As your commissioner, I will promote public safety, law enforcement, and the proper role of government while defending private property. And I will support small business by reducing regulations, streamlining licensing, and simplifying the tax code. As your commissioner, I will put taxpaying citizens and public safety first, then look to government to become more efficient in the way in which it serves our community. Drop boxes are open 24 hours a day and until 8:00 p.m. on Election Day. More information is available on Weber County’s website at weberelections.gov or vote.utah.gov. A public demonstration will be held June 7 at 10:00 a.m. to test Weber County’s voting system that will be used for the Primary Election. An audit of the Primary Election signatures will be held July 8 at 10:00 a.m. Both of these will be held in the county’s Elections Office on the first floor of the Weber Center, 2380 Washington Blvd., Ogden.
