COOK The 'HONOLULU (UPI) powerful rules committee of the American Banker's Association Wednesday urged the ABA national convention to call on the federal government to extend the income tax surcharge and defer any tax as curbs induction plans against inflation. The surcharge was imposed in 19G8 and extended this year. The ABA proposal was for a further extension to June of 1970. Any tax reduction, the committee said, should be de"until ferred inflationary excesses have been eliminated and greater success in .curbing the growth in federal expenditures has been demon- - - strated. FEDERAL SPENDING The ABA, which has about 14,000 member banks, also called on the government to retard the rate of growth in all federal spending.
