An NET spokesman said that the utility companies believed that the PBL program would suport the bill. The network said it had received complaints and inquiries from congressmen and utility companies about the program. The spokesman said he would describe the general tenor of the letters as how dare public television lobby for a bill that is up before Congress. Fred Bowen, associate director of PBL, told KUED in a phone call this week: The program clearly represents a subject of considerable public importance and potential public interest and is likely therefore to be controversial We believe it is a fair presentation of these problems, but will entertain, of course, any subsequent requests by any party to the inquiry for additional time for presentation of its views. .
