Anyone working on Hill who is a permanent, non-supervisory Department of Defense civilian employee at the GS-7 or WG-5 level or above may apply. Supervisors may also participate, but must be nominated by their organization. Leadership Development training includes 206 classroom hours, taught over a 15-month period. Students participating in the program earn 13 hours of college credit. There are five courses, taught at Weber State University's Davis Campus in Layton, and 275 hours of additional on-base training.
