Overseas mailing Continued from 1 • Any matter depicting nude or seminude persons, pornographic or sexual items, or non-authorized political materials. • Bulk quantities of religious materials contrary to the Islamic faith, however, items for the personal use of the addressee are permissible. • Pork or pork by-products. Some military units also may have additional restrictions imposed by the theater commander, such as size and weight restrictions, to ensure logistics support can handle the mail without delays. According to Hill's official mail manager Ken Nelson, family members may need to take into account the costs associated with mailing packages overseas. "There has been a misconception that mailing packages to deployed troops is a free service," he said. In fact, military postal rates are based on weight, which can be expensive, depending on what is sent." Mr. Nelson said that there are a few ways to help cut the cost associated with mailing packages. "The Postal Service offers a $7.70 box that customers can fill, and send for that price," he said. "Use popcorn and peanuts to fill in the spaces in the box; it's a cheap way to protect the items that are being mailed, and the recipient can eat it as a snack." Packages going to military addresses are handled many times and travel long distances, so the Postal Service recommends that strong boxes, lots of packing material and nylon-fiber reinforced tape be used when preparing packages for shipment. Deadlines If you are mailing letters, cards, and care packages to loved ones at APO/FPO addresses overseas, make sure that you observe the Postal Service's mailing deadlines. The Postal Service recommends mailing parcels by these dates: For Delivery by December 25th: Express Mail Military Service, mail by Dec. 19 First-Class Mail Letters/ cards, mail by Dec. 10 Priority Mail, mail by Dec. 10 Parcel Airlift Mail, mail by Dec. 3 Space Available Mail, mail by Nov. 26 Address guidelines The Department of Defense has issued the following guidelines for addressing your mail to military and civilian personnel deployed in Operation Iraqi Freedom. • Use the service member's full name. The Department of Defense cancelled the Any Service Member program so you need to send packages, cards, etc., to someone specific. • Include the unit and APO/ FPO (Air/Army Post Office or Fleet Post Office) address with the nine-digit ZIP Code (if one is assigned). • Include a return address. • For packages, print on one side only with the recipient's address in the lower right portion. Examples: SSGT Kevin Taylor Unit 2050 Box 4190 APO AP 96278-2050 SGT Robert Smith PSC 802 Box 74 APO AE 09499-0074 Seaman Joseph Doe USCGC Hamilton FPO AP 96667-3931 In 2002, the Department of Defense suspended the "Operation Dear Abby" and "Any Service member" mail programs due to force protection concerns. Although these programs provide an excellent means of support to friends and loved ones stationed overseas, they also provide an avenue to introduce hazardous substances or materials into the mail system from unknown sources. Unsolicited mail, packages and donations from organizations and individuals also compete for limited airlift space used to transport supplies, war-fighting materiel and mail from family and loved ones. Recently, DOD has become aware of organizations and individuals who continue to support some form of the "Any Service member" program by using the names and addresses of individual service members and unit addresses, Hill postal officials said. These programs are usually supported by well-intentioned, thoughtful and patriotic groups who are simply unaware of the new risks facing deployed military forces. Some individuals and groups publicize the names and addresses of service members, ships or units on Web sites, with good intentions. The result, however, is a potential danger to the troops they wish to support, the postal officials said. Mail from family members and loved ones has always been encouraged and the military mail system will continue to work hard to get that mail to service members overseas, Mr. Nelson said.
