aspects — the one purely French the other European As to the former it may unfold slowly or it may produce a domestic crisis overnight Its consequences are therefore unLike the United predictable States France confronts a breakdown of its old political system and methods The period of adjustment is moreover likely to be difficult For new problems there is 'demanded a new technique and the French like the American people are exceedingly tenacious and conservative In their political methods as they are revolutionary in their political manners But unlike the United States France is not isolated but the very center of an entire system which was a result of the war and which depends upon the continuing strength of France for its And as m the very existence past yeah French strength to bear the burden of maintaining that system has been diminishsystem has ing the European been disintegrating So it is not Impossible that the present crisis in France may have as its immediate consequence a complete transformation of the continental situation Seek Close Association Looking back to 1920 it is possible to fix a time when the French emerged from the restrictions of a policy which had been Imposed upon them by thb defeat of 1870 and the rise of Germany to European primacy Throughout the World war and in the Paris peace conference the French were dominated by the conviction that their future security depended close association with the Anglo Saxon states That was the basis of the treaty of Versailles and the tripartite treaty of guarantee which Wilson and Lloyd George gave France in return for renunciation of her claim to permanent occupation of the left bank of the Rhine With the repudiation of that pledge by the American senate and the consequent lapse of British promises France w4sJrought face to face with the prospect of d having to oppose Germany She was also confronted by the deliberate purpose of Lloyd George to reestablish a balance of power in Europe by a German recovery In such a situation as he sought to restore Lloyd George believed Britain would have security because she could always hold the balance between the French and the Germans Defeat Strategy The French defeated Lloyd Georgian strategy by establishing a system of alliances with all the succession states— Poland Czechoslovakia Jugoslavia and Rumania— which enabled them to dominate Europe prevent German recovery and maintain the status quo created by the treaty of Versailles Essential to the permanence of that vtemT however was primarily the internal unit of France and second a community of interest between France and her allies The ultimate consequence of the great depression which began to be felt sharply in France only In 1933 gradually undermined the internal unity of France Deflation progressively produced economic prostration and social unrest And as France grew weaker at home her influence abroad diminished By contrast the triumph of Hitler in Germany established a new regime m the reich determined to challenge the French situation When the Germans quit the league of nations m 1933 the allies of France looked to her for a swift and decisive military intervention such as the occupation cf the Ruhr had been Paralyzed by her domestic problems France found her control of Europe beginning to be less sure From dominating the situation herself v she drifted toward a partnership with fascist Italy But the basic principle of Mussolini had been to turn Germany away from Austria by recognizing her right to territorial revision in the east and doubtful of French ability or willingness to defend Polish frontiers presently made her nonaggres-aiv- e pact with Berlin and appeared to retire from the French partnership Alliances Grumble The same thing happened In the case of Jugoslavia which had been allied herself with Italy while Franco-Italiarelations unpleasant but which saw the drift of Paris and Rome toward each other as weakening French suppdit Italy was the mortal foe of the Serbs Germany was not an enemy As between Italian and German control m Vienna the Serbs preferred the will take place m central Europe wholly to the advantage of the Germans Italy will be left to defend the independence of Austria while Jugoslavia will join Germany in a common attack upon Mussolini German attack upon France herself even in case of French troubles is unlikely both because that would involve an immediate clash with Great Britain and because it probably consolidate French parties again What is far more likely to happen is that once the Saar plebiscite is out of the way — assuming Germany triumphs — the nazi offensive against Austria will be resumed and Italy will have to fight to save Austria or abandon her Either present lacking signs that the strain within has France almost reached the breaking point and as a consequence that domestic passions will completely submerge international calculations If they do all of central Europe single-- handed may again be thrown Into the melting pot Donmergue In his later days frequently warned his fellow countrymen that failure to accept his reforms might lead to civil war terrific pressure Broadly speaking that system has survived to the present hour only because it has been backed by French military and money Otherwise it could not power have endured and it is far from clear how long it can row last If France is rendered helpless by her domestic troubles At the mdment it is the Czech ally of France gnd the Italian rival which seem called upon to pay the first pnee of French internal disturbances And the situation of Mussolini is far from attractive If he persists in his purpose to defend Austrian indehe pendence may have to fight Austria and Jugoslavia without an ally If he bandons his policy his loss of prestige will be enormous and in addition Germany will in no long time arrive at the Brenner and in the hinterland of Trieste Should France succumb to dictatorship — and the dictator has not yet made his appearance — it would not be difficult for the French and Germans to arrive at an agreement but the expense of such an agreement would have to be shared by Italy and the former Czech ally And France would- be crowded back behind the Alps and the Rhine and deprived of most if not all of the influence she has exerted in the Not improbably post war years h this might bring closer cooperation but even that not increase would diminish French influence and prestige For France would be dependent upon British aid for her security and therefore unable to defy British desires as she has in the past Scenes Shift Swiftly European affairs today resemble the pictuies of a kaleidoscope Political combinations are breaking up and reassembling with a rapidity which is But what is of imconfusing mediate historic and contemporary importance is the fact that the hegemony which Franceyhas exercised for 15 years is coming to an end whether to be replaced by mere chaos or by a German domination remains entirely obscure Every disorder within France however must constitute a presumptive triumph for Hitler provided only his own domestic
