UDOT Notifies Motorists of Winter Road Closures OGDEN - The Utah Department of Transportation (UDOT) advises motorists that the following mountain passes have been closed for the winter season: SR-39 - Monte Cristo (Milepost 36.5 to Milepost 59.9) SR-65 - Big Mountain (Milepost 4 to Milepost 13.2) Signs are posted to notify the traveling public. Heavy snowfall on these roads exceeds the Department’s capacity to clear and maintain it for travel during the winter months. The roads will reopen next spring as weather conditions permit. Proposed Timeline for Pineview Dam Modifications Announced The Bureau of Reclamation has established proposed date for Safety of Dams program work to begin at Pineview Dam. The work will focus on spillway and embankment modifications. The latest date that construction on the spillway will begin is July 1, 2002, with most of the work on the spillway being completed by January 15, 2003. Construction on the embankment should begin by the spring of 2003. It is anticipated that State Highway 162, which runs across the top of Pineview Dam over the spillway, will be closed to traffic from mid July 2002 through mid October 2002 during construction. Pineview Dam is a zoned earthfill structure, originally constructed to a structural height of 103 feet, forming a reservoir of 44,170 acre-feet capacity. The capacity of the reservoir was later enlarged to 110,150 acre-feet by increasing the structural height of the dam to 137 feet as part of the Weber Basin Project. The Safety of Dams Act, passed in 1978 and amended 1984, is intended to insure that Reclamation structures do not present unacceptable risks to public safety, property, or welfare. This requires identification of structures that pose unacceptable risks, and taking corrective actions to reduce or eliminate those risks in an efficient and cost-effective manner. The proposed work at Pineview Dam is intended to bring the dam up to current seismic standards. All major work is intended to be conducted at the end of concurrent water years, when water levels in the reservoir are at a minimum. All-Purpose Landscaping Commercial & Residential Snow Removal (801) 589-4463 Cell (801) 564-2230 Plans Progressing for North Ogden Divide Improvements By Shanna Francis Ogden Valley News Staff Washington Infrastructure Services, a Civil Engineering firm from Salt Lake City, was hired earlier this fall by Weber County to collect, evaluate, and comprise data to assist county leaders with decisions regarding improvements to the North Ogden Divide. A subcontract was also awarded to Bio West of Logan, an environmental consulting firm. The county has a budget of about 2.5 million dollars for engineering design and construction work on the North Ogden Pass. Information collected by the consulting firms will help the County decide how to appropriately consider and prioritize improvement projects. Bio West held a Public Scoping meeting on October 10 at Snowcrest Jr. High, in order to obtain input from Valley residents. At the meeting, attendees provided verbal and written comments regarding areas of the divide they felt were especially dangerous, or of concern, and expressed ideas on how best to address these issues. At the meeting, Bio West also presented large aerial maps picturing the length of the North Ogden access road. Those attending were then allowed to place locator pins at points on the maps to indicate, visually, areas of the roadway they felt needed to be improved. The consultants are currently evaluating the existing road in relation to today’s safety standards; potential environmental conflicts with proposed improvement projects; establishing an initial list, which prioritizes suggested enhancements; and determining the cost, constructability, and feasibility of recommended proposals. Recommendations will be made to the County, determined by the evaluation of comments generated by the Scoping Meeting; location and type of previous accidents as documented by police reports; landslide, snow slides, and rock fall hazards; environmental constraints; maintenance needs; budget limitations; and the projected impact of improvement options on traffic during the enhancement process. Possible improvements may include new and upgraded guardrails; a new box culvert towards the bottom of the North Ogden Divide on the Liberty side at Chicken Creek; added signage; improved pavement conditions, including the widening of shoulders; slope cutting to provide additional sight distance; and improvements to side slopes in order to eliminate or control falling debris, such as loose rocks. The County will make the final determination of improvements to be completed during the next fiscal year, and possible additional projects that may be completed under future budget allotments. According to Blaise Chanson of Bio West, the target date for the design of the identified projects to be completed is spring of 2002. Work on the Divide will be coordinated with the Bureau of Reclamation’s Pineview Dam stabilization project to ensure that both roads will not be closed simultaneously. An additional public meeting will also be held before the final plan for improvements is implemented. |
