"First, we were told that we would have time to address each item in an individual presentation forum. We have tried to implement automation as much as possible and have added recycling in many areas. "Every time lots are reclaimed the same procedure has to be followed, said Doug Moore, city public works director. "In order for the city to reclaim lots, there has to be no activity on them for 60 years. The board agreed to wait five years before going through the procedure again. "If someone comes in later and can show a legal claim, although they may not get the same lot, they can have one of equal value added Moore. Keith Naylor has been working on the preliminary plans for Naylor Spring Hollow Acres Subdivision for several months. He approached the council for preliminary approval, but was told to revise the plans, because of coAflicts with the code, before the town would accept them. Naylors plans contained a 650 plus foot dead end road. The towns code will not allow a permanent dead end street longer than 300 feet. Although Naylor assured the council that the dead end would only be temporary, because future development would probably eventually extend it, council members did not want to take that chance. After some discussion, Naylor and the council agreed that a temporary road should be connected to the proposed dead end. If development of the neighboring property take place, the road, can be relocated. The j preliminary plans were tabled until Naylor 'makes the required changes showing the temporary road The planned subdivision will have 6 lots, each approximately 1 acre. The original plans for the development included only 4 lots, however the costs involved with buying water shares, and putting in an 8 inch water line have driven up Naylor's costs. In order to accommodate for these expenses, Naylor found it necessary to add additional lots. Also at the meeting, Z Rock approached the council for another 30 day conditional to extend their hours. Ordinance 54 allows businesses to apply for a conditional use permit to temporarily extend the operating hours, for 30 days at a time. Z Rock applied for their first permit under the amended ordinance in August. At the August meeting, a number of residents attended to voice their opposition to extending gravel pit hours. This month the protesters dwindled. Rene Atkinson attended and repeated her disapproval. She voiced her frustration with the dust, and the Beep. Beep. Beep", she hears every night. Council members listened to her concerns, briefly discussed solutions to accommodate Atkinson, found none, and approved the conditional use permit for Z Rock. The request from the gravel pits w ill allow the crusher to run from 6:(X) vm. to 10:00 p.m.. The exten-sio- n pf truck JWups .was not included in Zabrinski's request-Hreported that it will not be necessary to run trucks past normal hours. The water moratorium has been lifted. In a letter from Fire marshall. Del Ray Hatch, Francis moratorium was lifted. Hatch praised the progress of the city and congratulated them on a job well done. big water users, and they have promised to give the city 62 water shares as part of the deal. And as Evans said, "Water is money". The Utah Legislature will be paying a visit to Summit County on September 22nd. Part of t1 eir visit will include a tour of Oakley. Evans reports that members of the legislature are scheduled to have lunch in Mertz, "and it does make sense to us to use local employees who know the area. "Our proposal didn't include a five year plan doesnt make sense to do so." "The choice is pretty clear-csaid Commissioner Cone. " I dont think it would be right to the bid process. Commissioner Richins stated "this issue has been difficult for me, especially due to a downed economic fringe on the North side of the County. Many people have voiced their concern, and I worry about keeping the current employees working. Commissioner Cone made the motion to give the bid to BFI and to further contract negotiations.
