Show 50 64 No. 53 VoL Coalville, Utah 84017 Friday, January 8, 1999 County Officials Take Oath Search Hampered By Snow Accumulation of a specialized search dog brought from the Salt Lake Sheriff s Office PAMELA ROBBINS Bee Editor The search for a woman who was reported missing on October 25 th, 1998, continued on Saturday near Pass Lake in the Uintahs. The 51 year old Salt Lake resident was reported missing and presumed to be on a "suicide watch" at the time of her disappearance. Although flyers were distributed throughout various businesses in the area, no leads coming into the Sheriffs department turned up any useful information. Search efforts centered around the Trial Lake area, a substantial distance away from where the owners vehicle, a pontiac sunbird was eventually located. This problem "slowed us down and caused us to miss some crucial At the County Commission Meeting on Monday, January 4th,1999, several departments heads took the oath of office. On Saturday, a new element was added to search efforts with the aid by handler, Jim Winder. "This dog is very impressive and is considered to be one of the best in the Stale" said Snyder. After searching through the deep snow levels, focusing on an area of 150-20- 0 feet from the Vehicle, for approximately 45 minutes, the dog became exhausted and the search was ended. "It will probably be early summer before anything further can be found," said Snyder. "1 really wish we could have located the vehicle sooner, but we didn't and extensive effort has been expended to try to help the family. They the family have been very understanding about the problems facing the searchers because of the snow levels." Snyder said the family members wanted to send their deepest thanks for all the effort that has been extended by everyone from the Sheriffs Office and Search and Rescue Units for their assistance in trying to locate the woman." Cone Sworn in as Summit County Commissioner PAMELA ROBBINS Bee Editor Pat Cone, who successfully won a seat on the County Commission Board during the Fall election process, took the oath of office on Monday, January 4, 1999. After being sworn in, he quickly joined the ranks of the board as they needed to make several important decisions throughout the day. MORATORIUM APPROVED a Keeping promise which he had mentioned previ- ously, Commissioner Sheldon Richins made a motion to place a Moratorium on Future County Building Projects during the 1999 year. This would not include projects such as the renovation project of the Court House, the County services building in the Snyderville Basin area, a salt bin for the basin area and a storage unit at the Animal Control Building. The reasoning behind the Moratorium? "Right now the County is in good shape but I'd like to see it in great shape-w- e already have several bonds outstanding, and that is enough." With the building of the Justice Center, Public Works and Animal Control Building-thing- s just need to slow down for awhile." The motion was seconded by Commissioner Cone with Commissioner Schifferli also giving his support. on-goi- COUNTY LIBRARY NOTES The Commission Board voted to accept the resignation of County Librarian, Paula Demanett, after she had provided the Commission Board with three options regarding her continued employment The options included l.Taking a leave of absence, 2. Becoming an independent contract employee or resigning. The Commissioners stated for die record they did not ask for her resignation. In a press release from the Commission Board, it was stated that Ms. Demanett indicated one of her concerns was that her job was not appropriate as a position. As such, she sought a reduction of the time she would be expected to commit to the County Library. She also indicated her desire to return to California to complete her Master's degree. Commission Chair Eric Schifferli said that Demanett was offered a standard contract which she preferred not to sign, and that she was an "at will" employee. Included in the standard contract is a persons name, wage, benefits, and job description, lasting for three years, although it is not a binding contract that a person cannot be released from. Demanett voiced her concerns that the present Snyderville location was dangerous because of icy conditions, snow removal which she had done herself would need to be taken care of, lighting concerns and no easy access to restroom facilities. She reminded the Commissioners that "you will be liable for accidents that might occqr." Demanett also told the Commission Board that two positions on th& Library Board would need to be filled soon. Randy Taylor's position is under debate as there are some questions about the time he has been on the board. Demanett alsO made a request that the Commissioners look into the State Contract for the library housed in the Coalville City hall. "The library of may be sitting in a Gty Library situation-instea- d belonging to the County." Commissioner Schifferli added that the board "does have an interest in the Library system," especially getting the new one in place for the Snyderville Basin region. "The library is not the only group waiting for the County Services Building to bis built, all "full-tim- e" the departments that will be using the facility are anxious to have it built. Schifferli added that the board had been looking for various places to which the Library could be relocated, but there were a few "stumbling blocks" such as "too close to the liquor store or the rental costs were too high." The Commissioners want to assure residents that the Library program will keep running, so they have asked that all current employees remain in their positions, while they take some time to review the entire library issue as well as the County library board. After the meeting, Demanett said that she felt the new library was "facing some real obstacles in being built" and that she "hopes things can move along." "The Library system has come a long way since 1992-thehave been a lot of improvements since then, but the movement has been hampered by lack of funding." "There is a long way to go yet." Recently a request was made for $75,000 in order to get into place an "automated re System" that was being looked at for enhancing services, with new software programs, better customer service and additional equipment.
