Alleged Claims Offered By Defendants in Murder of Former Kamas Woman this is . the Sfcsquicentennial year of when Brigham Young, the American Moses,, led the first company of Mormon Pioneers into the Salt Lake Valley; ' j Whereas, this band of hardy pioneers followed the trail blazed by Native Americans, Fur Trappers, and the ill fated Donner-Ree- d party; Whereas, on July 14, 1847, they fipt set their tired feet into what was later to become Summit Cbunty and the State of Utah; Whereas, this trail was later used by thousands of pioneers in wag- -. ons, handcarts, and the railroad as . they sought their Liberty, God or fortune in the Greater Salt Lake Basin and father west; Whereas, the route through Echo Canyon became the central gateway to the Pacific, the corridor for the ' telegraph. Pony Express, and . transcontinental railroad; Because there are two codes in the County- - the Eastern Summit County Code and the Snyderville Basin Code- - as well as two different and distinct planning commission, a few of the codes are not alike, because of the altering lifestyles and building plans. However, codes have been written and were meant to be followed as guidelines for building projects-- a fact that has been ignored in the past by several developers and home owners. In the past, those in violation of the codes have been sent letters informing them of the violations they have or are making, asking them to conform or to meet with the inspectors of planning department to see if the situation can be rectified harmoniously without fines or penalties. According to members of the planning department and inspectors office, this procedure has led to " less than satisfactory" results, many times leaving people involved in the dispute " not very happy". Although they added that in some cases the procedure " has produced the desired intent" The Board was told that in the Park City area the police has been brought in to help assist when the codes were found to be in violation. Because there are specific situations that the two staffs previously mentioned are reluctant to enter into. Sheriff Eley staled that he would be happy to assist as long as his partment knew in advance what the code violation was so that his deputies could arrive on the scene and know what was taking place. It was suggested that a list be made of those involved in the code violations - a fact that would assist not only the Sheriffs Office but also allow the planning staff and inspectors of office to remain on top of things as well. It was also mentioned that when going to a scene (after a written letter has been sent to the person persons creating the violation,) that a deputy plus two others persons involved in the building from either or both staffs would accompanying them so that there would be no misunderstanding that the problem has been noticed and will be taken care of: she can be transferred to Uintah suers where he lived. Leslie Bums, of the planning de- partment, stated that although most want to cooperate, there are some who "don't want to work things out and continue to go against the codes and that "if code violation procedures were put into action, I believe we would begin to see a change take place". According to one staff member present, the procedures need to "be consistent" to avoid a "why are you picking on me feeling". Summit County Deputy Attorney Dave Thomas was asked " by the Board to put together a follow" so that this to procedure problem can be rectified as soon as possible. "There is no doubt in my mind that should a Sheriff's representative come on the scene when someone .is clearly ignoring or flaunting a situation, the person violating the code would soon realize the serious nature involved - commented Commissioner Richins. County Garbage Issue Public works director, LaMar Richins met with the board to let them know that the situation near the Samak Dumpster was "a real mess", especially after the recent holiday and the Mirror Lake Road traffic, and that the clean up cost would be about $1,000. After talking with Commissioner Soter. LaMar, along with Mr. Dorsey (garbage, collector owner) traveled to Samak to try to determine the best way to assist the homeowners in the area. Two methods of clean up were presented. I . Drive a pick-u- p around to the homes in the area and deposit the trash in a larger dumpster located outside the area. 2. Place a dumpster near the Beaver Creek Inn for residential use only. Owner Bob Johnson would make sure that the area was kept cleaned up and that no one else used the dumpster. The cost for services would be the placement of an asphalt pad on which to place the dumpster and $230 a month. The County went for the option to place the dumpster at the Beaver Creek Inn and will pay half of the cost along with Mr. Dorsey. Mr. Richins also told the Board that the Henefer Dump site will remain open to residents during the month of July.
