With the rigid scopes, the avenge distance examined is about 16 centimeters, although it is possible to reach a distance of up to 24 cm in some patients. A major issue that will be considered is a S176 million bonding program to finance we delay action until the General . construction of highways, water projects and state buildings. And I'd like to discuss with you my decision to hold a special session now rather than wait for the General Session in January. The most critical factor in the decision is timing. Interest rates have been falling steadily since July; however, most economists predirt that interest rates;, especially on long, term bonds will fluctuate, with an expected increase early in 1983. If the Legislature will authorize the bonds nqjv, the state will be in a position to take advantage of the low rates, as they become available, which would ..save the state money in the long run. The second reason to take action now rather than wait for a bill to wind its way through the General Session-possi- bly not emerging until the Legislature adjourns in March--i- s that construction costs are extremely low. We estimate million can be $23 to saved by immediate construction of these projects as a' result of the current low construction costs. Also, by acting now, we can capitalize on the upcoming construction season and get thousands of Utah workers back on the job. If tht h ; Session, by the time the bonds are authorized and the money for these projects comes into the state, the construction season will be over. Some people argue that the jobs created by this bonding program will only be "make work" jobs. This is not true. Our present public facilities such as our highways and water and sewer systems badly need repairs' or updating. Each project currently included on the bonding list is already scheduled by the respective state policy board for construction'. over the next five to six years. Our. colleges and universities also need new capital facilities to keep up with increased enrollmen- ts and new technology. Twenty percent of the bonding proposal is for facilities to house necessary education and vocational training programs. There are five proposed water or wastewater projects that will directly benefit Summit and Included is Wasatch Counties. $6.2 million to the Dam project, $591,000 that will go to Francis for collection and treatment of wastewater, $23.8 million for a new regional treatment plant in South Valley, and $5 million for a treatment plant expansion in Salt Lake City.
