Licensed day care providers say parents art old program abusing a that gives benefits such as child care and food stamps in the form of cash credited to the Utah Horizons card. The parents allegedly withdraw the cash and use it for other things and pull their children out of liceiuwd centers to save money. Robert Gross, executive director of the department, said he is requesting an audit even though he has seen no evidence of fraud. He conceded there may be some glitches in the program and suggested the audit after a two-homeeting with a group of providers recently. The child cere providers gave anecdotal evidence of fraud at a press conference the seme day. "I have parents who have bought vehicles or furniture with that money, said Lise Palmer, director of Smell World Child Care Center in West Valley City. The system was revamped last June to place more responsibility with parents who receive state subsidies. Instead of paying providers directly, the state began electronically transferring money into the recipients Utah Horizons accounts. Parents are then supposed to pay bill and get a receipt the child-car- e to show their caseworker. Grots said that if there is fraud, such as someone filling out a phony receipt, it needs to be reported. But if a mother pays a grandmother for child care and the grandmother chooses to give the money back, fraud hasn't occurred, he added. Gross said changes were intended to allow parent! to choose between a licensed day care center, a licensed home provider wan unlicensed setting. This is definitely a program that is part of welfare reform. We went recipients to deal with things in a way that they would deal with things in real life, Gross said. Meantime, client! like Teresa Whittington, a singlemother of five, may not Snd a great deal of comfort in his words. Whittington receives childcare benefits end said she has repeatedly told her caseworker there are hundreds of extra dollars in her Utah Horizons account, but she keeps getting put off. "I could get no answers as to why it's there, she said. Whittington was told to wait three months until her next scheduled audit In the meantime, she is scared to death of losing her benefits when the money is discovered. !t would kill me to lose them," she said.
