It also lets county sheriffs pick and choose what laws federal agents can enforce in their counties. The measure reflects a wary compromise by rural sheriffs who believe their authority is being eroded and in some cases usurped by a proliferation of federal agents and the federalization of even the most mundane crimes. Even tiie bills sponsor, Rep. Blake Chard, Cross, was shocked by the ease with which it passed without debate on a vote of 71-- 0. They cant do the same as traditional students, he explained, they need a little extra one on one time. Learning just takes a little more time once in awhile, Royall admits, adding, If they're not learning what I want them to, I say what do I need to change about my teaching. As the program advisor Royall teaches history and biology, other courses are taught by Union teachers during their prep hours. Royall must also careflilly track the students, making certain they fulfill needed requirements. He also takes time once a week to explain to the student where they are and where they need to go. He also counsels them. These kids have a lot of problems that others don't Some have family problems, or authority problems. They can have problems with drinking or drugs, and what happens? Since the programs inception five years ago Royall has assisted over 15 students graduate, saying, This is it, especially iftheyre ajunior or senior, they have to make it in this program or theyre pretty much out of school. Its up to them. They really have to be willing to help themselves. If they're not going to do that theyre not going to make it here. Royall holds a monthly parent meeting, where he discusses the students struggles and successes. These meetings have proven to him how crucial parental involvement is in education. When they come it gives a mqjor boost to their kids, he says, adding that his most successful students have parents who showupto the meetings.' As fin1 as the program being axed, Royall says he believes that the $20,000 shortfall which the district claim as reason for the move is minuscule compared to the entire district budget, however, he says, Im. tired of politics, I just want to get in there and teach, but anybody who comes around here believes in the Tammy Webb says program. her daughter Wendy was struggling with her parents divorce, and began foilingin school, untilUnionsadmin-istrator- s placed her in the alternative program. Union Principal Lloyd Burton Bays he feels the alternative program has been the crucial element that has turned the futures of many young people around, however, with enrollment down he knows that the district is concerned about the loss of WPU ftinds. This lost revenue means be cut, Burton says, adding, they need to choose, but how do you choose between a teacher who teaches 20 kids or one who teaches 150?" While the situation seems ftitile Burton says he supports Mike Royall and his program, Hes done a really goodjob with those kids. Wehired him specifically for that and ha does it well. Were going to go to the school board and tell them what we've accomplished over the last five years helping kids who normally wouldnt malm it, whod be out on the streets kicking rocks today, its been saving some-thingw- ill lives. My clients recognize there are within the eastern portion of Utah, equally so they recognize the importance to protect their members, said Thompson. Jurisdictional authority over their own tribal members iswhat the court battles have been all about for the Ute Tribe. It was the tribe who instigated court proceedings in 1975 when they implemented their Law and Order Code and went to U.S. District Court in an effort to have the original boundaries ofthe reservation acknowledged so they could arrest and prosecute their own members in their own court Conflicting court rulings bogged down the boundary case as it traveled through courts from Denver, Co. to Washington, D.C. over the course of two decades. For the counties the boundary case was fought on the grounds that it was unconstitutional to allow the tribal government to have jurisdiction over who have no representation and no vote in tribal government. ts non-India- amounts. If you still itch for that new car, though, maybe leasing is the answer. But before signing up, learn all you can. Then decide if its the right move for you. Start with Keys to Vehicle Leasing: A Consumer Guide, a new publication from the Federal Reserve Board. Two big upsides to leasing: monthly payments that will probably be less than if you were buying, and knowing you can walk away at the end of the lease with no further obligations. The downside is the vehicle wont be yours (unless you take the purchase option), and therefore you wont gain the financial benefits of owning. If you decide to lease, here are a few tilings to consider: Number of miles you can put on the vehicle each year. Most leases limit your annual mileage to between 12,000 and 15,000, after which you pay for each additional mile. If you do a lot of driving, negotiate for a higher annual amount Charges for ending the lease early. If you end the lease ahead of schedule, there will be an additional fee. The earlier in the lease you walk away, the more you'll pay. Cost to purchase the vehicle at the end of the lease. Maybe youll find you really want to keep the vehicle. Negotiate its total price up front (called the gross capitalized cost). This determines not only the purchase option amount at leases end, but also how much your monthly lease payments will be.
