Cow Palace closed, will soon be child care center By Cheryl Mecham The Cow Palace Restaurant is closing its doors as a family steak house and reopening them as a day care center tor children of the Uintah Basin. Police allege that James D. Lough, 32, was selling LSD and marijuana in .the area. Lough is originally from California but has been living in Roosevelt recently. Bail tor Lough was set at $10,000. A second arrest the following day resulted in similar charges being filed against Jeffrey Brown, 21, Roosevelt According to court records. Brown was charged with a second degree felony count of distribution of methamphetamine and with a third degree felony count of arranging for distribution of methamphetamine. Brown was arrested without incidence at his residence. Bail was set at $20,000. The arrests were made by the Uintah Basin Narcotics Strike Force in cooperation with Roosevelt City Police and Duchesne County Sheriffs Departments.
