Matheson releases Bare Bones budget Governor Scott M. Matheson has released his budget recommendations for the 1983-8- 4 fiscal year saying it is the starkest budget he has prepared in seven years." The combined budget recommendation for both the operations and capital budgets totals SI billion 938 million, a 3.3 percent increase over the 1982-8fiscal year. Formulation of the fiscal year 1983-8budget was driven by a deteriorating economy and declining state revenues, he said. The governor described the budget as a continuing resolution" of the current years budget, since it basically provides for level funding of programs and services. It does not provide any salary increases for state employees nor an increase in the value of the Weighted Pupil Unit (WPU). Budget decisions were especially difficult this year, Matheson said. One of his recommendations to the legislature calls for reducing the states contribution rate to the three retirement funds, which will produce a savings of approximately 826.5 million. The governor said this is possible because actuarial studies show that the retirement funds will build up surpluses at the current rates. He emphasized the savings which would be realized by reducing the state's contribution rate could be used to support program hence, preserve jobs. Furthermore, he pointed out that employees would not lose existing retirement benefits or salary. Anyone who leaves public employment will still be able to withdraw his or her contribution with accumulated interest and anyone who retires will still receive the same 3 4 benefits. The governor said he has a statutory obligation to submit a budget, balanced with existing revenues. However, in an auxiliary budget, he has recommended about a half dozen options which the legislature can consider as means of generating additional revenue to Teachers showed J second effort at Myton school kids?
