Veterans Day affords all Americans a special opportunity to honor the deeds of three who sacrificed so much to answer the call to arms during the life at this great country. On this day, our Nation is united in tribute to the valiant men and women who have unselfishly given of themselves to Berve in our Armed Forces. Words alone are insufficient to express our lasting gratitude and admiration to those whose patriotism and courage have ensured our peace and freedom despite threats of tyranny and aggression. Significant disruptions in their lives and other personal hardships have been the price our Nations veterans have paid so that the rest of us might enjoy the fruits of justice and liberty," he continued. Housing! Everyone needs it, but often times the funding of such construction can pose numerous problems for would-b- e builders. For this reason, housing often experiences a slump whenever the economy turns down. While interest rates are now lower than they have been for months, building in Duchesne, Ballard and Roosevelt hasnt really suffered that much. to Roger Eschler, According Roosevelt City Building inspector, residential construction has totalled six for the months of July, August and September. For October there two residentials, wre four ten mobile homes, and one garage. There was also one commercial building permit issued. The residential is fairly low," said Eschler. However, Roger said the Commercial is not off what it has been. He explained that the total number of projects is down, but said the value of the building is actually up. This is due mainly to the addition to the hospital and the expansion of the Frontier Grill and Motel. In addition to a lesser number of homes being built, Eschler said the number of plat approvals has stopped. He said such plats have remained in their same stages of plwnning for several months now. I saw the decline going with the oil shale," said Eschler. He said the actions of those companies have been felt in Roosevelt. And while the number of houses may be down some, Roger said the size of the homes is remaining about the same at 1,100 to 1,200 square feet However, Eschler added that those individuals who are building their own homes are building larger structures. Eschler added that no hand-in-han- d Burglary solved Fri. in Lapoint Officers from the Roosevelt Police Department and the Uintah County Sheriffs Department arrested two individuals in Lapoint last Friday on charges of Theft by Receiving Stolen ty recovered, which consisted of furniture, was that taken in a residential burglary in Roosevelt September 15. Snow added that he doesnt feel interest rates will drop much further, but said if they remain at their current level there should be an increase in building. During the same period, July through October, Duchesne registered about the same numbers as Roosevelt During that time Duchesne had six new homes, ten garages, one bedroom addition, and one basement There was also one carwash constructed. Ballard has also experienced growth during the past year. According to the records of the Ballard building inspector, from January 1 there have been nine homes constructed in Ballard and eight mobile homes. There have also been three commercial and three industrial building permits issued with two garages and two car ports. In addition to this there has beat one office building and one It would seem from the figures that three communities have remained fairly stable when compared to the It has been just four-ple- possession. Olsen said over SI, 000 in furniture was recovered. Detective Olsen said the investigation was headed by RPD Sergeant Wayne Embleton, Detectives Jeff Stagg and Kim Olsen, and Sergeant Dave Holmes. Also Involved in the arrest were Uintah County Sheriff Arden Stewart, and investigator Larry Cttnri, and deputy Manuel Cantu. Olsen said the arrest was the result of a continuing investigation of the September 15 burglary. past state-wid-e x. average. According to the Utah Economic and Business Review, published by the University of Utah, new housing activity in Utah has been on the decline for the past five years and by the end of 1982 will have fallen nearly e 70 percent from high in 1977. This would make the current housing recession the longest and most severe aU-tim- on record. Compared to the nation, the local recession has been longer, by one year, and more severe. While Utah has experienced a decline of 70 average is percent, the nation-wid- e only 45 percent This downturn has not been limited only to new construction. According to the report, real estate sales, primarily existing housing, have also declined. In 1978 there were nearly 9,500 residential real estate transactions valued at $500 million in the Salt Lake area. By 1981 the number of transactions had fallen 40 percent and dollar volume sales by 18 percent The present situation has also begun to affect an increasing number of Utah homeowners. The report stated that the situation has driven the percent of past due mortgage loans to record levels. The Mortgage Bankers Association of America reported for the second quarter of 1982 that 6.57 percent of all mortgages in Utah were past due. The national average for the same period was at 5.56 percent with a regional average of 4.95 percent. Utah has the highest past due rate of qpy western state, but Nevada and Idaho have higher foreclosure rates. According to the report, the explanation for the situation is more complicated than just high interest rates. Utah experienced rapid growth in residential construction in the 1970s, due partly to an increased population, new household formations, employment, and net immigration. When these factors were combined with mortgage money at low interest rates, the outcome was the largest boom in residential construction in Utahs history. However, by the end of 1978 the boom had lost momentum and, as expected, began to decline. The high rates- of construction were not sustainable, even at interest rates of nine to ten percent. what The report states that began in 1978 as the usual downside of the housing cycle turned into disaster for Utahs construction industry, as mortgage rates moved above 13 percent in 1980 and exceeded 15 percent in 1981 and 1982. The conclusion of the report states that these prolonged high interest rates have turned this Utah housing slump into the longest and most severe on record. It adds that such factors are forcing changes, at least for the next few years, on the shape of the homebuilding industry in Utah. - Christmas Parade f: il : were only some of the items recovered last week by the Roosevelt Police Department. KUTV yes low power TV possibilities Although the FCC has not totally decided on how to regulate low power TV stations, KUTV Channel 2 has asked for time with the Duchesne County Commissioners to propose a low power TV station in our area. Also to buy out the part of the system that carries KUTV to the Basin on Tabby Mountain. According to KUTV spokesman, Reed Carpenter, they are proposing to buy that portion of the Tabby Mountain system that carries KUTV channel 2. This is the key station that feeds Duchesne, Roosevelt and Vernal with their signal and would aid them in their desires to produce low power TV programming to the Basin. With this purchase the programming for a low power TV station could be sent out. Whether or not to produce the programming in a studio in the Basin or to producer the programming in Salt Lake and relay it to the Basin through the Tabby station has not been totally decided by the television company as of yet If the programming took place in Salt Lake the signal would be sent to s Tabby Mountain by way of from Salt Lake.
