According to Clair Davis, the Division's law enforcement officer in Vernal, the purpose of the meeting was to inform peace officers in Utah of the increasing livestock rustling activity and to teach new investigation techniques to combat the crime. According to Dr. Robert L. Poulson, director of Animal Identification and Protection for the state of Utah, livestock rustling is increasing. Only with the cooperation of all law enforcement agencies will the problem be reduced, he said. Livestock are often left unconfined and checking may occur only occasionally, contributing to the problem. Davis said the conference included discussions on animal identification, investigation techniques, prevention brand inspections and programs, general information on how ranchers can protect their own interests. If a rancher suspects a rustling problem, the Division urges that he contact any state peace officer as soon as possible.
