In fact, the Manti National Forest itself was established largely as a result of effort of mayors and city councils. My grandfather, Lewis R. Anderson, was Mayor of Manti in the early part of the 1900's and was active in this effort. On the other hand, everything that I have seen about Southern Utah Wilderness Alliance and Red rock Forests suggests that their main constituency and contributors are in areas other than the rural West; that they could care less about rural Utah communities; and that they would not mind at all if such communities disappeared so that wilderness could be expanded. I think I speak for the great majority of the citizens of Monticello when I observe that when it comes to choosing what course will best preserve and protect our water supply and the Horsehead, we side with the Mayor and City Council. Very ' L. truly yours, Robert Anderson Maryboy doing his fiduciary duty" Dear Editor: While Commissioner Maryboy and I probably disagree about several things, I agree with his efforts to represent me and you as taxpayers over the past few months. He was the only commissioner to request that the San Juan Health Care Services District be required to show how the $500,000 they wanted in December, 2000 (for the year 2001) would be used by submitting a business plan and budget for approval BEFORE the money was given to the health district by the county commission. Mr. Maryboys request was ignored and $250,000 was given to the health district immediately without any written justification or proof of planning for its expenditure. It seems to me Commissioner Maryboy was doing his "fiduciary duty. Two years ago it was Commissioner Maryboy that asked the commission to look at the materials presented to the commission on the policies, procedures, and laws that were or were NOT followed in the Dickson, Riggs, and Singer situation at Montezuma Creek. He advised the two commissioners to look into the matter and consider working things out before legal action was considered as it could otherwise cost the county a great deal of money. They ignored Mr. Maryboys advice AND the request by the employees for the commissions inters vention to work out the problems. At that time Commissioner Maryboy was apparently concerned with his fiduciary responsibility to the taxpayers. So now Commissioner Maryboy is being criticized for NOT doing his "fiduciary duty to the taxpayers, as stated in the Feb. 14 San Juan Record. Fhooey! Is it really the "fiduciary duty of a county commissioner to support the actions of the other two commissioners if he feels their course of action is wrong, or not in the best interests of the taxpayers, or in conflict some way with citizens constitutional right? Thats why we have THREE commissioners instead of a king. Actually, if the commission had listened to Commissioner Maryboys advice two years ago, the county wouldnt be in this present situation, and there would probably be no "position opposite to that of the commission. We owe thanks to Mr.. Maryboy for trying to be responsible with taxpayer money and trying to be fair in these situations. Perhaps it is time we considered changing our county government to a FIVE man county commission; then maybe our representation would be less subjective, and those of us who feel we have NO representation would finally get it.
