Distances of 0 minutes make no bit of difference even in emergencies if well equipped ambulances are available. Why waste time in building what may or may no succeed if there is a facility that COULD succeed at all costs with the proper management and the much needed equipment. Why delay, why put off for tomorrow what you can do today? Yet we all live by some philosophy or other. We probably live by many philosophies. I live by different philosophies that govern my personal life, e.g., exercise, spending, religion, attitude toward work, attitude toward government, etc. Reading a novel some months ago illuminated some of my personal philosophies.
