Show THE ZEPHYRJAN-FE- State Seta out to Kill Wildlife. The Utah Department of Agriculture announced it was taking over the task of killing predators to protect domestic livestock grazing on public land from the federal agency already assigned the task. Animal Damage Control (ADC). BLM director Jim Baca had blocked ADC from accomplishing its mission of killing bears, cougars and coyotes on BLM land. The Utah Department of Agriculture was ordered to take this action by Utah's Agricultural and Wildlife Damage Prevention Board, which is composed primarily of livestock interests. The killing is paid for by federal and state tax money. The Utah Department of Agriculture then put out one whopper of a press release, which ran verbatim in some of the southern Utah papers. The release included the Utah Wool Growers Association voicing concern about big game, suggesting that predator control work was necessary to protect deer. Far from the image portrayed in the press release, in actuality the livestock interests in this state, as lead by the Farm Bureau, are hardly the friend of big game. The livestock industry as a whole is probably doing more to decimate desert bighorn sheep herds, degrade deer winter range, and force wildlife agencies to keep elk numbers down than any other entity in Utah, whether private, state or federal. The Utah Department of Agriculture's press releases made four references to cougars and three to bears and coyotes. Then when the Salt Lake Tribune wrote an article saying the Utah Department of Agriculture had declared war on cougars, Agriculture Commissioner Cary Peterson called the paper far a clarification, to say the Department was routinely killing only coyotes at this time. It appears the Department had inserted information about bears and cougars only to scare the public about its own safety and to make false claims about depredation on deer herds. Hie Department pulled back on fills information when it realized Utahns actually like bears and cougars. As this is written, it appears the Department of Agriculture has turned over responsibility for the killing back to ADC, for unexplained reasons. What the BLM is Doing About Killing Wildlife Around Moab. As this is written, the Moab District of the BLM intends to release Its predator control plan on December 15, 1993, with a thirty day public comment period. The plan will approve killing predators to protect domestic livestock grazing on public land, unless we do something about it. Give me a call, if you are interested in getting involved. Following BLM Director Jim Baca's orders which stopped ADC from operating cm BLM lands On response to a Humane Society appeal), the Utah BLM has responded by issuing decisions which allow "emergency" predator control killing based on "brief environmental assessments prepared in a single day, with the killing taking place within a few days (precluding public involvement or scrutiny). The Richfield, Vernal, and Salt Lake City BLM Districts have all granted "emergency" approvals, which probably violate federal regulations, in the last month. The Moab District avoided this troubling means of approving predator destruction until it was ordered into line by higher ups. The Word Gets Out Secretary of the Interior Bruce Babbitt recently sent a memorandum instructing Director Jim Baca to ensure that the BLM pays special attention to lands proposed for wilderness designation in Utah by HR 1500, a wilderness bill introduced by Rep. Maurice Hinchey. New Film Regulations. The D.C BLM office should soon release new film regulations and has already produced a new instruction memorandum (IM) which provides direction for BLM's management of commercial film projects until the regulations are finalized. The IM, which relies heavily on the consensus reach by environmental and film interests at negotiations held in California last fall, will allow minimal impact film projects to proceed without delay, as long as the projects avoid environmentally sensitive areas. Public comment will be accepted on the plan for a copy of the plan. until January 10.
